On December 13, the decision-making body of the federal states for tasks of the uniform gambling supervision met for the last time. The members of the so-called gambling college, which met for this purpose in Halle (Saale), symbolically handed over files to the Joint Gaming Authority of the Länder (GGL) and thus delegated responsibility for the regulation of the online gambling market to the newly created authority based in the Saale city on 1 January 2023.

GGL board member Ronald Benter commented: "With this step, an important milestone of the State Treaty on Gambling 2021 has been reached. By bundling the competences in the GGL, the regulation of the online gambling market will be raised to a new level”.

“We’re ready to go,” added Benjamin Schwanke, a fellow board member on the Benter’s Executive Board. “We have set up the appropriate structures and processes to effectively regulate the online gambling market from 1 January 2023. In doing so, we can build on the experience of the Gaming College and the expertise in the countries, for which we are very grateful.”

With this step, GGL will take over the responsibility of the federal states of Saxony-Anhalt (online poker/virtual slot machine games), Hesse (sports and horse betting), Rhineland-Palatinate (so-called social lotteries), Hamburg (class lotteries) and Lower Saxony (commercial game brokerage) at the turn of the year.

The board members said: “At the beginning of the year, we are particularly looking forward to taking over about 20 very well-trained employees of the State Administration Office of Saxony-Anhalt, which has so far been responsible for the licensing and supervisory procedures for virtual slot machines and online poker on an interim basis.” Further experts will be hired at the beginning of 2023.

Jörg Sibbel, State Secretary in the Ministry of the Interior, Municipal, Housing and Sport of the State of Schleswig-Holstein and current Chairman of the Board of Directors of GGL, is optimistic about the transfer of tasks: “We are pleased that the establishment of GGL has been successful and that the authority can carry out its tasks as planned on 1 January 2023. The GGL can continue to be sure of the support of the federal states.”

GGL is based in Saxony-Anhalt. As a representative of this host state, Klaus Zimmermann, State Secretary in the Ministry of the Interior and Sport of the State of Saxony-Anhalt, emphasized: “The final phase of the establishment of the Joint Gaming Authority of the Länder has now been completed. We have created the prerequisites in Saxony-Anhalt to enable GGL to get off to a successful start. The tasks for granting permits in the areas of online poker and virtual slot machine gaming, which have so far been performed by us or the State Administration Office, I entrust with a clear conscience to the GGL. Thanks to highly motivated employees, it has been possible to regulate this market in a short time and under great pressure. GGL can build on a solid foundation here. I would like to thank the other federal states for the trust they have placed in Saxony-Anhalt.”
